An anonymous 25 year-old woman was on a crack smoking binge in Central Falls, Rhode Island when she decided to flag down a police car that was driving with its lights on. Chief Joseph Moran pulled the car over to help the girl. She climbed in, said she was cold and offered to have sex with him for $20.
