Do you think he bedazzled those boots himself?
Yes! ...and it also appears as if he bought some of those little star stickers that glow-in-the-dark (after they're exposed to light)to 'enhance' the outfit.
Those pants & boots make his legs look 5 inches long and 50 feet wide.
I wonder if the back of his shirt says "Starve Perez"?
